Abstract
For twenty years now in France, there has been a proliferation of public local policies using voucher. These tools, invented by Milton Friedman, have been studied overseas and are the subject of numerous publications in order to define them and to assign aims to these policies. The qualitative study among 45 local actors who have adopted this method of payment of individual aids has shown that the reasons used are the same as those of US political scientists. Therefore, the vouchers used by the French local authorities have a link with their American cousins and carry out the same neoliberal trend. The main difference is that in France the streaming of the voucher by local authorities has allowed not to be immediately identified as such and to hide their meaning.
